Well, this can rapidly become the "Bermuda Triangle" (where common sense
disappears as time shifts and expectations warp). Three things should be
agreed upon by all concerned -- no matter what quality triangle you use:



1. How fast is "fast enuff?"

2. How good is "good enuff?"

3. How cheap is "cheap enuff?"





It could be that the bottleneck in question is differing expectations
and/or standards among the departments. It seems that what you have now
is a "Fire Triangle"



Maybe the first thing that needs to be written is some sort of Statement
of Standards (SOS)....:~).

It helps the process of developing a...um...process, a whole lot easier.
Even as priorities change, (......and when don't they?) you've
established an anchor to keep you from drifting too far in any
direction. It's usually done at the manager level, so there are
checks-n-balances between every department's "priorities". It's also
great for keeping Panic Management Situations (PMS) to a minimum.
