Telecom uses this technology a good deal. Our company uses GIS information to determine where to route calls. When you make an E9-1-1 call, we use GIS boundaries to determine which PSAP (first responder) should get the call.

I'm not sure how the maps get rendered. I see them plotting from time to time, but I don't think anyone here has anything to do with authoring or creating. It would be interesting to find out how that gets done though.
