Open Office will do page backgrounds, as long as you
don't need them to be full page (the background graphic
has to fit into the page margins.
Have you tried just inserting the background graphic
as an image in the text area and putting it behind the
text?

document stream, so that "picture placeholder" option doesn't work on
it.
