Hi Michael,

DITA is an XML standard. A number of DITA authoring tools are available,
from free to several hundred dollars.

The standard is maintained by OASIS, who manage XML.org

Over fifty DITA Tools are described at http://www.ditanews.com/tools/

Our DITA Users organization provides about 550 members around the world with
their own online workspace folder, a web-based DITA WYSIWYG editor, and a
server-based DITA Open Toolkit that lets you author topics and publish to
web (HTML), print (PDF), and Help (Eclipse).

You can also download the free DITA OT from SourceForge and do it all
yourself with any editor.
