I know of no way to directly control where a particular application
opens.

I set a primary monitor, and that's the default. And, as for the rest,
most applications open a new window where they last opened a window.
This can be a problem if your second monitor goes offline and FrameMaker
last opened there ....

As for a business case. Well, I gave it a good go for six months working
on a 17-inch LCD with FrameMaker, multiple documents, Illustrator and
Photoshop with all their rollups, and so forth. Then, when I was tired
of it, I presented my case in a memo to my boss, and he went for it.

The tough part was my starting point is the wrong computer for a
technical writer. It's a Dell Optiplex 320 minitower, which is not very
powerful or expandable. To support two monitors, in addition to buying
and installing a PCI-e graphic card and a monitor, I had to replace the
lackluster Dell power supply. A better option would have been to get
what I needed in the beginning, rather than try to upgrade later.
