Well, yes and no.

If you're creating a template, the template, in most cases, should not be something that multiple people edit. Templates are meant to be the starting point for creating a document. When you want to create a document based on the template, you first install a *copy* of the template in your templates directory. Then, you choose the *File>>New* menu item from within Word and choose that template with the *Templates* dialog box.

When you create a template for a form, you lock the form. Locking the form does not prevent the form fields from being edited but prevents anything that's not a form field from being edited. When you create a new document based on a template that's locked for forms, you can only edit the form fields and pressing the Tab key takes you from field to field.
