There are a few tools, but you need to know what it is you really need. Do
you want feedback from people, do you people to contribute to the RFQ, do
you want people to talk to each other, as in a conference, or do you need
something else? Once you know what you need, do you have a plan to manage
it? You can tell people to all conference-in at a set time, but if you
expect full cooperation, then you will become very disappointed very fast.

Yikes! Avoid that. Break out the document into separate sections and farm
out the sections to their respective SMEs if you really want people to work
on the document. You can also review the document yourself for adherence to
the rules and requirements laid out for the RFQ and then email questions to
the SMEs. Your questions should focus on getting clarity for the content
and for getting required information to develop the RFQ according to the
rules and requirements of your company. Do not expect your collaborators to
know all of the rules if you are the final editor of the document. There
must be one brain in control of the document and my guess is that it is
yours.
