You can use Agile as a document control system. You can also use Arena
PLM (my company) if you want a lighter, as-a-service solution. In Agile,
as in our solution, you can choose to use Changes to release new
revisions of your documents.

I think in both cases document control is not the main reason to
purchase such a tool. However, if you are implementing a PLM system,
document control is one of the nice features. The main reason to buy a
PLM system is to manage the product lifecycle: the BOM and everything
related to it. Documents are part of that.

And yes, ECOs are Engineering Change Orders :)
