I suspect this is because probably in DITA, steps need to
be in a task container rather than being allowed to roam
free in a general section container. (This wasn't as much
of a problem for us when we moved to SGML because we had
always required a procedural head before steps anyway.
Our users wanted to be able to easily find procedures
in ToCs and on the page.)
