There are many- NVU and others

http://mozpad.org/doku.php?id=map_of_the_mozpad_universe

if you want XML editors, there are also many:

Etna XML Editor
Etna is an open Source XML Editor built on Mozilla's core, Gecko. It
uses some RelaxNG schema to edit and validate XML Documents.

At Sourceforge.net, a search for html editor provides 6707 Results.
I'm sure that lots of them are irrelevant, but I'll bet that way too
many of them are plausible choices!
