I would get these absurd (to me) rates from some Guru or elance
prospects. I learned to just smile and pass--they didn't seem interested
in being educated about what a writer or editor really does and why a
certain rate is appropriate.

What I've been noticing for the past month or so is a drop in freelance
rates in my area, Vermont. (I'm the local STC employment person, and I
call local companies and see if they're hiring now or see a need in the
future.)
