Thank you to everyone who responded. I was able to use this information to
convince my authors that we should change it.

What interests me is that the authors are English as second language
speakers.

While there is plenty of room for rewriting, the question of grammar is

It is a "mandative subjunctive". That cite covers more ground that just the
mandative subjunctive, so look for Berk (1999)
