Curly quotes in Frame cross-references

I am working in Framemaker 7.1, XP Pro version 5.1, SP2.

I've inherited a document whose x-refs are punctuated with closed curly
quotes preceding and following the cross-ref:

Chapter 1. âOverview of the TDR900 and TDR9000 Circuit Breaker Test
Systemsâ

The cross-ref format that produces this result is this:

Chapter <$paranum> \'<$paratext>\'

I cannot figure out how to edit this to get open curly quotes to precede
the x-ref. When I make this substitution:

Chapter <$paranum> "<$paratext>"

I get straight quotation marks before and after the x-ref.

How do I get that initial curly quotation mark?

(For the self-appointed list police who have chided me in the past for
