I experienced the "shut-down" phenomenon while contracting in the
semiconductor industry, where apparently it's fairly common. The
company I worked at shut down for a week at the end of June and
December; I started in February, so I had plenty of notice. However, I
think it was employees at the company, not the agency I worked
through, who told me about it. Working overtime in advance was not an
option, as the whole point of the shut-down was cost-saving. Employees
could (had to) take vacation time; contractors and employees who
didn't have vacation time just didn't get paid.

Seem to be that forcing an employee to take unpaid time off should be a
violation of some kind of fair labor law -- unless it's being done for
misconduct on the job.
