That varies hugely between projects and sometimes even individual
developers on the same project.

Partly, it depends on the project size and sponsors. A few hackers
building something in their spare may or may not find time to deal
with writers; a team of pros from IBM or HP (both major Linux players)
will likely include writers. If not, at the very least, you could expect the
managers to know docs are important.

My experience has been positive, but the project I worked on

was run by experienced pros.
