Because a loan does not have two sides, it is "yes" or "no" and not "left"
or "right," for example. Either there is a loan or there is not a loan. A
case on the other hand, exists, but which way it goes requires a decision.
If the case is dismissed, then it is not decided. So there is a decision to
hear a case (yes or no) and then the case is decided (left or right).
