That's the impression I get; that a "content developer" will
produce information but I'm going to have to go hire a
DTP operator or a web designer to put the information
into its final delivery format. Which, of course, I don't
have a budget for.

This is probably not a big issue if the intent is to decide
on titles for a company's job descriptions, but if someone
submits a resume titled "Technical Content Developer"
when the job posting says "Technical Writer," there's a
fairly good chance I may not ever see it, much less
have any impression of it at all.
