How much does one typically charge to create 5, 3 semester-hour courses? A
government agency wants to buy the program...for a "price"

The material is already available in five separate courses from a "person
who has knowledge in the field", it just needs to be combined together and
polished into one long course for a certificate.

This should take around three days to complete, however the material is
originally conceived from a journeyman in the field. Should this be a
published work rate? What is that? I don't think the typical 50 bucks an
hour is not the way to go on this one.

Are we going about this wrong? Does anyone have any experience in these type
of negotiations.


Also,

Is there any type of online training system to develop and implement a
course for students to take this?

The course is for 15 credit hours which includes assignments that can be
posted online so the amount of time spent on the computer doesn't have
to be 15 hours. The curriculum will be delivered online. What type of
system is best suited for standard knowledge material (social sciences)
and the delivery style.

Is there a standard way that this kind of curriculum development is to
be billed and paid by the hour? or by the amount of work?
