Going back a few years, there was a standard RTF/Word filter that did a pretty poor job, and a far superior Japanese RTF filter. The story was that the Japanese filter was written later, and along with supporting Japanese content, they did a much better job of handling the Word document format. Of course if you didn't know this you'd be most unlikely to try the Japanese filter on non-Japanese content.

Perhaps Adobe has updated the code of the Japanese filter and made it the default option?

Don't have Frame 9 myself so I can't check my theory.

Apart from the Word import, how are you finding the upgrade?
