Editing .ico files

["Sarah Blake" <Sarah -dot- Blake -at- microfocus -dot- com>]

Does anyone have a recommendation for a good (and, of course, free)
editor to use to edit .ico files?  I've just inherited a load of legacy
files that need changing, and of course I don't have any software that
can handle them...
