I almost never use more than two bullets, unless I am forced to by a
rigid template and style sheet, which has rarely occurred.
If the third level of bullets occurs in a procedure, I see if I can't
rewrite the preceding step or steps to rechannel the information. If
it's in an expository passage, I see if any logical reorganization of
the previous couple of sentences is possible, if a table is needed, or
if I need to reorganize section and subsection headings.
OR . . . if it absolutely has to be provided in a nested format, then I
wonder if words are the correct medium for this info, and if a flow
chart or some other illustration wouldn't work better.
Usually, one of these approaches works, and of course makes the info
easier for the reader to follow.
