The commenting feature in Adobe requires the Professional version to work.
Are you doing email reviews? That works in the Professional versions 7 and
up.

I have just installed Acrobat 9 Professional and have setup a WebDAV server
so that we can do team reviews. That works like a charm - I upload my PDF to
the WebDAV server and invite reviewers. Each reviewer can see comments made
by other team members.
