I think preprocessing is a different kettle of fish from pre-prepared, pre-approved, etc. There are the standard processing steps, and there are some other steps (maybe validation, conversion, reconciliation) that you might do to get your data or whatever it is in the right shape to be processed. Yes, it's all processing, but it's useful to distinguish between the standard processing and the optional or variable steps you might need to before that.
