Whoever taught you that didn't understand punctuation very thoroughly.
Sometimes it's correct and appropriate to put the punctuation outside the
quotes. In your example, the quoted text isn't a question, but you are
asking a question around the quoted text. (It's accepted that the
punctuation goes inside the quotes when the punctuation is part of the
quote. See the Chicago Manual of Style 15 ed., paragraph 6.9.) So, I'd have
written:
How about "Entering an erroneous command may render the unit unresponsive"?
