PDF not capturing text in Visio diagram

In several of our manuals (authored in Word) there is a Visio diagram
included in the introductory section. This diagram will typically be a
fairly simple flow chart including arrows, text and shapes. The flow
chart is used to indicate the series of steps included in the manual.
However, almost all of the time that I create a PDF from the Word
document, the Visio diagram is included in the PDF without any of the
text. It is definitely there in the diagram and shows in the Word
document, but is nearly always missing from the PDF.
I have tried a few things like sending the text to front etc but doesn't
seem to fix the problem.

Has anyone seen this and know what the problem is?

Tools used:

Adobe Acrobat Standard 7 (Version 7.1.1)
Word 2002 SP3
Windows XP SP2
Visio 2003
