That may be the term your company uses, but it's jargon, jarring, and
wrong. It's certainly not "the terminology for that process." It's a
colloquialism that shouldn't be used in external communications. It's
like saying "close up" instead of just "close."

Whether "that are" is present or not is entirely optional and of little
importance compared to what a bad impression the phrase "licensed out"
makes.

IMHO, of course. :-)
