Not so strangely on the all caps, Erik. All caps, at least historically,
is the standard formatting for broadcast copy.

Understandability is always in the eye of the beholder. A large amount
of detail is always useful when writing for a general audience -
assuming it doesn't get in the way of the message itself.

"A large, dangerous fire ablaze over 638 hectares is moving to the North
at 20 kph towards the town of Porpoise Spit. People in the towns of Dog
Run, Pig's Eye, and Dry Gulch are in the path of this fire."

The National Hurricane Center in the USofA does this rather well,
although their posts are strangely in ALL CAPS.
