Yes, that would be the Proceedings of the Naval Institute. My father, a
merchant shipmaster (who was born in Woburn, and who schooled on a
square-rigger) once had a huge collection of them, but they were lost in
a fire.
To write an article for the Proceedings, you would first read several of
them, and then follow the standard Biblical advice: "Go thou, and do
likewise."
