That happens a lot.  And sometimes hiring managers get so fixated on one 
candidate that they build that person up in their minds and convince 
themselves that nobody else from the original pile was "suitable."  This 
is especially common when a new manager can't deal with the possiblity 
that he/she might have passed up a good candidate in favor of one who 
didn't work out.
