It's become a common term in some industries that have deliberately confusing pricing, such as mobile phone plans and pay TV packages--"Reduce your total spend!". (Zero-dollar is another, as in "zero-dollar install" for free installation.)

Should you challenge the use of the term? It depends on how confident you are that your feeling for industry jargon is better than the reviewer's. Possibly they just heard it in a couple of ads and think it sounds cool. Possibly it will sound cool for about eight weeks and then it will sound risible for the remaining life of this document. You could check with other experienced people at this company. Or you could just hold your nose and let this one slip-- it is marketing, after all ;^)

Generally I'm happy to use technical jargon as long as it really is commonly understood and the accepted term.
