I've done lots of remote work, both tech writing and programming. I think the issue is the same no matter what type of work you do. I believe you should charge the rate that is fair for the location of the job. Take into account your special skills, and don't sell yourself short on them. You can always undercut prices for a region, but be careful, My experience is that hiring managers tend to believe they get what they pay for. Too low a price is as likely to cost you a bid as too high a price.
Region isn't the only issue you have to consider. The industry you're supporting has its own norms, and you should do the research into that as well. I know soiftware/hardware pretty well, but I couldn't begin to guess about green energy.
BTW, good luck, and I'm jealous. It must be nice to work on a sustainable technology...
