The only thing that will "make" people participate is a mandate from their
supervisors. If you want to entice them to participate, make it easy to use
with little to no learning curve. It may help to have a handful of gung-ho
people (like yourself and a handful of other people in the company) "seed"
some of the conversations to get things going.
