My question is: Is this first step optional, but step 2 is not? If so,
I'd be more inclined to make that first step more like a Note, and the
second step moved to first place...

Note: The operator can be blocked from transmitting audio by selecting
the Tx Inhibit check box.

1. Blah blah...

Hello Everyone,

An interesting debate has started at my workplace... is the following
use of "optional" acceptable? If not, any suggestions on other ways to
1. Select the Tx Inhibit check box, to block the operator from
transmitting audio (optional).

A SME has put forth the argument that a user may not catch the
(optional) due to not reading the entire instruction.
