As always, it depends.

Do you need to create procedures against business cases or just
procedures on how to use features? If the former, then you need to
work with the trainers to make an arrangement work well for both of
you. If the latter, you can document the how-to and then work with the
trainers on how they can incorporate that into their why-to approach.
