Now I miss our pal Geoff.

It was Geoff who introduced me to the CSE Scientific Style and Format
style guide. In that guide they DO spell out all numerals. It threw me
at first, but it made me realize that what Fred said is true. It's not a
rule. It's a style issue.

The bigger danger (I believe) is having no style guide and thus
subjecting your readers to inconsistent styling. I think inconsistency
reflects more poorly on your company than either of the options for
small numbers.
