Some tools are honestly a huge pain to learn (at least for most
people) and that's a legitimate reason to look for someone with
experience.

Other hiring managers have been burned by hiring posers who can't pick
up new tools like a professional would, and they have the
misapprehension that it's important that someone have used a
particular CMS or HAT or or SCM.

In this economy, with the possible exception of the DC area, I don't
think there's much chance of getting a gig where you're not a nearly
exact match for the requirements.
