I have been using CutePDF. It's inexpensive ($49.95) for a full version and
allows editing, page rotation, removing and adding pages, and so on. It
works on both my Windows Vista and Windows XP machines. It's reliable and is
not a memory hog like some open source products I tried.
There is a freeware version for just creating PDFs, if you don't need to do
any editing.

Note: I don't work for them or get anything by recommending them. I chose
CutePDF after reviewing many PDF creators and editors, including open
source, and this seemed to me to be the most bang for the buck.
