In this example, "Stan" could be considered arrogant for attempting to
do
business in another country without making an effort to understand how
business
is conducted there (he is also dangerously and expensively incompetent
for
calling home to announce that he has an order without a signed PO in his
hand).
However, I suspect that the type of arrogance the hiring company is
really
concerned about is a tendency Americans often have to act as if they're
doing
ignorant and backward foreigners a favor just by being willing to do
business
with them, and to believe that the "American way" of doing things is
inherently
superior to that of any other country and that everybody else needs to
learn
from us.
