The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
The team responsible for the IBM Style Guide is updating it and producing it as a book to be published by IBM Press in early 2011; that's why it was removed from the IBM website.
If you already have a copy of the official 2006 PDF or the work-in-progress April 2009 PDF, I can't think of any legal reason to stop using it. Redistributing it without permission from IBM, though, would seem to be a violation of their copyright. If you care about such things.
