If their goal is only to create files based help ie static html, than
the usual tools will do..
If however they want to be ready for the future and want to go web
based, HelpServer may be the better choice because it does it all.
Of course, static web help files can be generated from the same source
for those that are not connected to the internet or prefer offline help.
