You could always go way cheap and easy, and use a WIKI. You can have pictures, and you can have any-time, anywhere collaboration. Simple, minimal setup, and no pre-set structure that you have to evaluate to determine whether it will work for you.

This could be a good stop-gap as you consider the system you really want to use, especially if you're as small as you say.

Hmmm... I see a bootstrap problem -- how can you plan for a requirement management system unless you have a system to manage its requirements?
