Most open source bounty donors are companies that are planning on working the open source IP into their products and realize that what works for a community of free users is not going to satisfy paying customers. The party posting the bounty money has a say - if not total control - of what specific goal the bounty is for, and the goal is usually to find someone who is able and willing solve some problem that the volunteer developers have been unable to solve or uninterested in working on and which free users have been willing to live with or work around. Most bounty recipients are people already working on the projects who are motivated by the token financial and recognition incentive to put just a little bit more time and effort in on certain tasks rather than the ones that they personally find the most interesting.
