If I were to guess at a reason, it's because your boss doesn't want your
documentation looking like everyone else's, and since the introduction of
TrueType fonts, Times New Roman has been the default serif typeface, and
Arial the sans serif typeface. The popularity of the web technology led to a
host of other fonts designed based on research into online legibility.

MS Office offered their selection, and continues to build on it every year.
Office 2007 added, among others, "Segoe UI", a specific spin of "Segoe",
that MS commissioned the author to develop for use in their UI.

Apple also offers their own selection.

Most big companies commission their own typeface designs. I especially like
the heading type used by most GE properties.

In drafting up a solution for your boss, you may want to create a table of
with specific usage roles, target goals, and samples you feel meet those
goals. That way you're not scrambling in the dark without a purpose, and
you're able to show the boss that you understand his dislike enough to want
to do something about it, but need some guidance as to his specific reasons.
