No apostrophe in either case, as far as I'm concerned. It's not a possessive, and there's nothing left out.
 
Just use the lowercase s.
 
Think of the group of letters in an acronym or initialism as a word, of sorts. To form the plural of most words, you simply add an s. Same here.

Sorry I don't have Strunk & White handy, but I tend to follow these rules:

This gets fairly complicated, though, since it distinguishes acronyms from other initialisms. Do not use an apostrophe with acronyms (initialisms pronounced as words), and use an apostrophe for initialisms that are spelled out when spoken.

I'll be interested to see what others prefer.
