I'm curious... Is this unusual scheme something inherited from an 
earlier document? Did the previous perpetrator simply number all the 
tables by hand, maybe? Or is it a brand new doc, or a brand new 
requirement by an existing doc's new manager?

I mean, it's unusual to have this level of nerdiness\\\\\\\\ detail 
specified by the manager, client, or whatever. Could be worse, Could 
have asked for serifs only on the letters T and W except when the other 
page is intentionally left blank.
