Yep, it really depends on the size and nature of the manuals. Both
tools are robust and share similar features, but as others have
mentioned FM is ideal when dealing with long documents that are not
layout-heavy, where InDesign is more layout-heavy and though can be
used for long documents, doesn't come with many of the management
tools that FM does for long document work.
And as Sarah mentioned, if your authors are in China and are fluent in
Chinese but not English, have them author in Chinese and use a
translation service to have that content translated by professional,
industry-knowledgeable translators into English.
