Depends on the definition. I'm pretty sure the guys who have to add the
hiring to their regular work load and read the resumes think it's good
management to reduce their burden. I classify it as bad manners, bad
karma, bad PR, bad humanity, bad personality, and bad sense in the
long run, but it's good management for the moment when the email server is
choking on
the flood of resumes.
