It's cost cutting. Icon labels don't need to be translated to get past
import regs that ban products that are only marked in foreign languages for
their markets. Explanations for the hieroglyphs are provided in off-product
instructions that are cheaper to localize than product labels, even if they
tend to get thrown away and not read after the product gets past Customs.
