Well, sure it's obvious you wouldn't use

*Open*...

but isn't the issue between

*Open* and *Open...*

The fact that an ellipsis means something different in text and in the UI strikes me as irrelevant because you're including the string as a _signifier_ for the item in the UI (invoking the linguistic difference between 'use' and 'mention' of a sign , our case is the latter rather than the former).
