No it isn't. It depends on a couple of things, such as:

   - How many tech writers and/or SMEs (aka "content contributors") you
   have.
   - How much content you have, including translations.
   - How you wish to publish your documentation, and how much of this
   publication process you wish to automate.
   - What your budget is.
